First you need to decide on the size of the panel and cut the bars. Do not make it too big, because then the frame will not be easy to fill.
Thoroughly sand the wood. In the bar that will be on top, drill a hole for the covers.
Now, with the help of screws, fasten all the parts together. Do not forget to pre-make holes, otherwise the wood may crack. Coat all bonding points with wood glue.
